National Legislative Issues

for the Southern Nevada HVAC/R Contractor

 

The SNARSCA Board of Directors adopted

the following issues stands at the May 13, 2008, Board of Directors meeting.

The Board recommends the SNARSCA membership contact their federal representatives in the Senate and House of Representatives and encourages them to vote as indicated below  on these issues.

 

Homeowners Tax Credits for Installing High Efficiency Appliances  The tax credits expired on December 31, 2007.

 

SNARSCA supports the federal renewal of these tax credits as they are critical in helping consumers elect to invest in high efficiency HVAC systems.

 

Permanent Repeal of the Death Tax

Under current law, in 2011 the estate (death) tax reverts back to its pre-estate tax repeal level, which means lower exemptions and higher tax rates.  A tax increase - Yes!

 

SNARSCA supports permanent estate tax elimination or a reasonable bi-partisan compromise.

 

Hidden Tax on Small Business - 3% Government Withholding Tax

Section 511 of the Tax Increase Prevention & Reconciliation Act of 2005 will require federal-state-and local governments to withhold 3% of payment due to government service providers.  This withholding applies to the total contract, not to the net revenue generated from the project which unfairly penalizes construction contractors.

 

SNARSCA supports repeal of this new requirement and oppose the 3% withholding tax.

 

Prevention of Anti-Competitive Utility Services

Utility monopolies and their unregulated affiliates gain a competitive advantage over private sector companies - one which smaller businesses cannot hope to overcome.

 

SNARSCA supports a legislative resolution that would prevent monopoly utilities from engaging in anti-competitive services to the detriment of America's small business.

 

Small Business Association Health Plans

Association Health Plans (AHPs) legislation has repeatedly been passed by the House; the Senate considered similar legislation (SBHPs) but failed to secure enough support.

 

SNARSCA supports any legislation that would help bring affordable health options to Main Street America and allow Associations, like SNARSCA, to offer health care benefits to its members.
